Government Schemes for Persons with Intellectual Disabilities

(Autism, Cerebral Palsy, Intellectual Disability, and Multiple Disabilities)

The Government of India, through the National Trust and the Department of Empowerment of Persons with Disabilities (DEPwD), offers several welfare schemes that directly support individuals and families of persons with intellectual and developmental disabilities.

These schemes cover health care, lifelong residential support, day care, vocational training, and caregiver training.

Who Can Apply:
Adults (18 years and above) with Autism, Cerebral Palsy, Intellectual Disability, or Multiple Disabilities.

Key Benefits:

  • Lifelong residential care with safety and dignity.
  • Skill development and vocational training by Special Educators.
  • Daily care, therapy, and medical support from trained staff.
  • Promotes independence and community participation.

Key Benefits:

  • Health insurance coverage up to โ‚น1 lakh per year.
  • Covers hospitalization, OPD, therapies, medicines, surgeries, and transportation.
  • No pre-insurance medical tests required.
  • One premium rate for all ages and disability types.

How to Apply:
Apply through a Registered Organization (RO).

  • Fees: โ‚น250 (BPL), โ‚น500 (non-BPL), Free for PwDs with legal guardians (other than parents).

  • Professional staff including Special Educators, Vocational Trainers, and Physiotherapists.
  • Especially supports BPL and LIG families, orphans, and persons in crisis.

Apply directly at a Samarth Centre with the required documents.

  1. Disability Pension (Indira Gandhi National Disability Pension Scheme)

Eligibility:

  • Age 18โ€“79 years, disability over 80%, and Below Poverty Line (BPL).
    Benefit:
  • โ‚น300/month (18โ€“79 yrs) and โ‚น500/month (80+ yrs).

  1. Disability Allowance & Unemployment Allowance

Eligibility:

  • Persons with valid disability certificate, aged 18โ€“48 years, registered as unemployed.
    Benefit:

  • Some states offer additional โ‚น1500/month for severe disability.
  1. Scholarship for Students with Disabilities

Eligibility:

  • Students from Class 1 onwards with valid disability certificate.
    Benefit:
  • โ‚น3,000โ€“โ‚น8,000 annually to support education expenses.
  1. Free Travel Card

Eligibility:

  • Persons with Disability Certificate (any type or severity).
    Benefit:
  • Free or concessional travel on state-run public transport.
  1. Marriage Incentive Scheme

Eligibility:

  • One or both partners must have a disability certificate.
    Benefit:
  • โ‚น30,000 one-time incentive on marriage registration.
